CONCORD Expeditions Begin in EVE
CONCORD is on the move in the EVE universe, slowly exploring otherwise uncontrolled space in low security systems in the interests of bringing justice to the outskirts of Empire controlled space. These expedition forces routinely scout and seek out known outlaws and upon finding them dispense quick justice to the accused.
These expeditions, coming in various groups and setups, randomly appear in low security systems taking residence outside a gate or station as they survey the solar system for outlaws.
Game Mechanic: Anyone with -5.0 or below security status, may find themselves randomly engaged by an elite group of CONCORD scouts. PvP outlaws will suddenly find themselves in a decidely PvE encounter. These CONCORD expeditions appear in low security systems at random, with no particular rhyme or reason and while their appearance is somewhat infrequent (maybe in one system for a few hours, then appears in another system in that constellation for the next hour or so) they will still appear in any particular low security system at least once every day or two.
Trade's Exchange forms in the EVE Universe
A loose consortium of faction trade alliances have formed the T.E. or Trader's Exchange. This organization has been formally sanctioned by CONCORD to act as neutral party in low security systems and encouraging civilization to slowly populate these areas in the interests of expanding lawful space. CONCORD sanctions the rights of all trader's to preside in said systems with a pact of neutrality.
Game Mechanic: Trader's Exchange works much like faction warfare. You join as an individual or corporation, and you gain pros and cons. Pros include greater standings penalties for anyone who fires on a Trader's Exchange member. Cons include the same greater penalties for any Trader's Exchange member who participates in combat. If a T.E. member's security standing goes -5.0 or below they are removed from the Exchange.
General game mechanic changes: Lesser buff to low sec ore, greater buff to null sec ore. More trade, mining, industrial oriented agents placed in low security space. More archaeology sites, and etc. placed in low security space.
Summary
The prevalent problem with low security and null security space is a classic catch-22. Pirates want more targets to fire on in low security space but they also want to shoot anything that moves so carebears usually will not even step foot there. Give pirates more penalties (in the form of higher danger factor from random CONCORD elite groups spawning on gates or stations in low security space) for firing on neutrals but still allow them to fire on them. Give non-combatants (carebears) more opportunities to venture into low security space, but do not make it safe for them, just make it more safe. Buff the actual content in low and null security space, so that a greater amount of non-combatants will be tempted to go there for greater profit, even knowing that they are still in danger, just less so than before.
It's the same thing they did with greater penalty standings for suicide ganking. Just give greater penalties to low sec piracy without taking away people's ability to be pirates.
People will still pirate, there will be more targets in low security space than there were before, and carebears will have more reason to go there because the ore will be better, the agents will be better, and they will know that if they are in a system with a CONCORD spawn (or merely because it is possible for CONCORD to spawn), that they are less likely to be hounded (as T.E. members) by pirates even though there is never an absolute guarantee of freedom from PvP.
